Obtaining Construction passports for development of land plots
Most cottage construction projects by private customers are classified by State Building Regulations as objects with class CC1 consequences (objects with minor liability consequences).
According to the provisions of the current legislation, for the construction of buildings and structures classified as objects with the class of consequences CC1, before the start of construction it is necessary to obtain a document called "Construction passport for the development of a land plot", and then submit a notification of the start of construction work through the Construction Activity Portal. After this, the Customer can carry out the construction of the object on legal grounds.
The Construction Passport is issued by the authorized Urban Development and Architecture Authority (in most cases, this is the Architecture Department of the local community or the local district State Administration).
The documents for obtaining the Construction Passport are submitted by the Customer of the construction (or his representative on the basis of a Power of Attorney) through the Administrative Services Provision Centers, or through the Diya portal, or by filling out an application for this service online on the website:

Documents that must be submitted to obtain a Construction Passport:
- application for a Construction Passport;
- certified copy of a document certifying the right of ownership or use of a land plot, or a Superficies Agreement;
- a copy of the title document for the real estate located on the land plot (in case of intentions to reconstruct or overhaul the existing real estate);
- consent of the co-owners of the real estate to carry out reconstruction or overhaul (if there is a co-owner of the object);
- a sketch of the intentions to develop the land plot (location of buildings and structures on the land plot, distances to the boundaries of neighboring land plots and objects located on them, utility networks and structures, facades and floor plans of objects indicating overall dimensions, a list of utility systems);
- a construction project (if any);
- consent of the co-owner of the land plot to develop the land plot (if there is a co-owner of the land plot);
- information on the presence of cultural heritage sites that determine the regime within the boundaries of the land plot, and restrictions on the use of the land plot in the event of new construction (if any).
